When they say .040 over how much does that actually add? Lets say on a 350cc engine? Im wondering because the .040 over is in inches & the cc is in metric? Just wondering :D

it depends on the stroke of the motor

The overbore is to clean up the cylindar, not to add displacement. I have figured it out a couple of times. a 40 thousands over piston adds a couple of CC at the most. Not enough to notice any performance differance.

Displacement = .7854 x bore x bore x stroke (in mm not inches)
.020" = .5mm so .040" would add 1mm to your stock bore.
