Its running decent.I still have to turn the idle screw in alot to make it idle but its definitely idling too high.What causes it to back fire?

Your idle jet is part clogged .

A lean condition will cause backfiring on deceleration. Like Shortline10 said, clean your idle jet. Use compressed air do not poke wire in there or use a drill bit. you will woller it out and cause it to be rich.

Ok I'll try that and see what happens.Also on cleaning the fuel filter when I unscrewed the nut on the bottom of the tank all that came out was a rubber tube attached but don't I need to clean the screen thats in the tank too?And whats the best way to get it out?Thanks for all your advice.
