Was hoping someone could help me track down this part

Its part no. 4 (discontinued)
I found the complete axle assembly on Ebay, and I'll buy it tonight if I have to, but kinda of feel bad if someone needs the axle, where I only need the collar.
I have a Hondaline Speedo, which I want to repair and get back to working order, but in the mean time I need the spacer to ride.
Also, wondering if anyone has any connections to find OHTSU 23.5x8.00x11 fronts. Or even the Dunlop KT576's. I'm trying to find something from the OEM vintage. Love the look.
