stange 350x clutch issue

put a new clutch im my buds 85 350x and if i bolt down the case cover completely on the engine it engages the clutch even with the cable disconnected. what gives???

the plunger that operates the clutch isnt in the case all the way.. spin it till it drops all the way in..
