84 Honda 200x body break don't work

Hey guys I got this 84 200x body at a garage sale and the breaks don't work I took the front brake lever system apart because it was seized closed and got it to release but it has no compression also went to the bake break and the same the brakes look to be in good shape themselves do you thing it would be safe to
Assume its just the hydraulic mechs and not the break calipers themselves?

If the master was seized then you can assume the caliper is probably just as bad. Time for a couple of rebuild kits.
