Try a little penetrating oil and a new brake cable.

did you ever have brakes ? sounds like a bad cable..

Can you gt it apart?

The last few I've taken apart had the linings fall off the shoes.
25+ years of water intrusion perhaps.
Shoes are like 12 bucks and they come with springs.

I've also taken 2 (New) trikes apart that had NO shoes at all.

also heard that old atc 90 shoes MAY have the same part #.
