Are the atc250r forks different with years or can I put 81-84 forks on 85 model

'85-'86 forks are considerable larger in diameter, 34mm if I'm not mistaken. Don't think the earlier forks will fit.

Plus the 81/82 (especially) and the 83/84 are older technology. The 85/86 forks are going to be the best of the atc250r front suspension
