PLEASE help me with my '83 ytm200e

I just bought a 83 yamaha 200e for 300$ pretty nice also, but one problem is that the idle goes up and down its almost like i cant get it adjusted and also when i punch the throttle it just boggs out i changed all fluids, please help thanks shawn!

I would start with cleaning the carb. I would also look for possible air leaks between the carb and head.
