stearing stem nut

will the lower stearing stem nut from a 85 200x work on a 85 350x? because I have the 200x one and it looks right but doesn't want to screw on more than half a turn.

It should have worked. Honda used the same fine threads for the steering stems. Lube up the threads and work it back and forth with a light hand. Look for boogered threads on the stem and on the nut.
