that 200X is a 86 like he was told, I don't know what VIN Search he was using but came up invalid for me.
84 200S is also correct
As For Rack and Headlight guard, could be broken/Modified Hondaline Cooler Rack? Headlight Grille/Guard Also looks to be Hondaline:
