Good part is the guy us being straight about its issues..
What you can talk the machine away from the guy is up to you, but $250 is a good starting point.
Consider when it comes home is it worth spending a few hundred more to fix it up? Of would you rather hold out for a machine in better mechanical condition and pay more so you don't have to do the work?
Neither is a bad choice..

Hello 83 200e
alright guys, I am thinking about buying a 1983? Yamaha 200. He says it runs great, and still drives, but it doesnt get up and go like it should,
That’s his subjective opinion, yours may differ. You simply have to go there and see for yourself unless you plan on buying it over the phone and having it shipped to you.
he says its a problem with the clutch, but im not sure,

It is safest to have any vehicle one is interested in inspected by someone [other than the seller], who is knowledgeable in these areas. Sellers can be dishonest or simply misinformed/misunderstand as to the true problems with their vehicles. I think it’s safest not to assume some things unless you can afford it.
what do you guys think it is?
That’s impossible to even guess at unless one has accurate and thorough information regarding the problem, however assuming his diagnosis of it being the clutch is accurate, it might be around an $80.00-$250.00 repair.
