It's a bunch of crap, this is just trying to cause panic. The fiscal year starts Oct. 1 so all money for previous fiscal has to be spent. This stuff doesn't really seem out of the
ordinary to me. Big shock foreigners are learning english and learning how to use our stuff, since we give everyone all our crap..

If it's not crap no need to worry, not a thing you can do about it to stop it.
