Ive had the bike for about a month and started comparing it to other 200m pics.. starting to realize I don't have a left side brake lever which I would assume controls the rear brakes.

It has the right foot pedal for the rear brakes, but do these come stock with 2 rear brake controls? (foot and left hand?)

if so, why? i was thinking maybe when fording some deep water or mud, but then why would you really need to stop? I was thinking maybe for wheelies while standing on the grab bar, but doubt Honda would consider this...

I have the owners and shop manuals and can't find a diagram showing how it is mechanically attached to the rear brake. I would like to install it so I don't have just a naked left handlebar

Serves as a parking brake as well .
The brake arm at the drum has second spot for another cable , the top hole is for the rear hand brake .
