It's chain driven, high and low, no reverse

Looks like a first generation 200E Big Red from just a quick glance.
A quick Google search for ATC manuals will give you a link to them.

Is the 200e worth restoring? Not a complete resto but a tear down and rebuild of the motor, carb, and electrical. Or is it just a waste of time?

A lot of people find they enjoy Big Reds for light trail riding and utility work. If you do it right, you may be able to turn a profit on it and purchase more of a sport machine if you so desire.
Wether it's "worth it" or not is entirely determined by you.

the way i always look at it like this when determining if its worth it or not
i always figure, if i could replace the vehicle thats in question for what it would cost to fix it. say the motor needs help, you put $75 into it, could i go out and buy another vehicle for that price? most of the time the answer is no. but i look at the overall condition of it. does it need seat, fenders, tires stuff like that. if that stuff is greater than what i could buy another one for, then ya its a waste of time or money, but if it doesnt need much then its totally worth fixing

Yeah a good pressure wash on that thing, a rear seat/fender and fuel tank. Then get it going, would be a fun beater to get familiar with the machines, then you can upgrade to a 350x maybe, or even a 250sx. Those are my most favorite machines.

Definitely looks like a 200e. Tell tale signs.....Electric start (starter in the front and keyed ignition which is missing), front rack style and headlight guard, high low range. If you don't have usable rear fenders they can be hard to find and if you want "nice" ones be ready to open the check book. No one re-pops them so your at the mercy of the used market. And if you need a seat and tank on top of it = more $. As stated above before embarking on a "fix up" make a list of everything you need and research prices of those items plus wheel bearings brake shoes and cables to make it safe. Then weigh the cost against a decent runner.
