I bought an 84 honda 200x almost a month ago. The bike runs and all but i am not sure what purpose the lever on the carb plays, since it shuts off when pushsd all the way up. And all the way down and center it remains unchanged. Is it supposed to run with the lever up?

When the lever is "up" it allows the choke to close, effectively cutting the majority of the air from the engine.
Here in AZ, where I see you are from as well, full choke to start the engine is almost unnecessary most of the year. Half choke will help the engine warm up, but remember to open (lever "down" ) the choke once warm, or you won't have the air available to achieve max power.
The lever should be "down" during normal operation.
