1986 honda big red replacement carb

Has anyone bought a replacement carb from wincycles on eBay? if so where does the bottom line off the bowl go to? It has a special Plastic end, it looks like it clips on to something, is the for other applications?:wondering

Im sorry it is on the side of the carb not the bottom. It has a plastic looking bell on the end of it .

Thanks Flying w .it runs ok like it is but my throttle cable has too much slack in it with this new carb.
