'84 250r forks

I bought a '84 250r in rough shape. forks were leaking and bent and one was missing the small top spring. can i just cut a spacer tube the same size and put it in instead of the small spring? thanks

You need both springs in there. If you take out the small top spring, the spring rate will too high. This means it will become very (subjectively) stiff. The two springs work together to provide the correct spring rate for that front end.
