200x front axle help

I bought an 83 200x that the previous owner rolled and bent the forks. I put new forks on it. I do have the manual for it. It says torque the axle to 50-80 foot pounds, then tighten the axle holder nuts. The axle went on very nice but it just spins and doesn't tighten up. I got frustrated and tightened the axle holder bolts and went for a ride, carefully, and when I got back it seems loose. I'm kinda new to this so I'm not sure if I'm doing something wrong or have overlooked something simple. Any help would be appreciated, thank you :)

you have striped splines in the new forks their is no reason that the axle should not tighten up As long as the axle went all the way through the hub.
