Anyone else have a problem with the vin decoder?

The VIN in the screen shot is 16 characters, it is expecting 17 characters, one is missing somewhere.

Based on the 10th digit "C" it is an 1982 machine, but the Model code "TB06" says it is an ATC250 which seems off unless it is a 250R.
