My 250sx has been sitting for a year but now have come back to it. The shifter had been sticking and I have read the multiple threads on shifter issues. I opened the case, took the shaft out (straight) and as far as I can see the spring is fine, then I went to take the collars out and i hear something drop into the case. Pulled it out and took a pic (with the red arrow) I couldnt find anywhere what the name of this piece is called but i know its jacked. it is definitely broken off and has wear around the bolt head. I know this is definitely an issue but would it cause my shifter to stick down and/or failure to shift into gear? What would cause this to snap halfway down?

Yep, that being broken would cause the issues your are experiencing. The cause of it being broken, 30+ years of hard shifting. Lol

Here is a pic of the one I pulled out of my SX. I was lucky, and able to get the other half out of the case by using a punch around the the outer edge to back it out.

When I replaced mine back in 13, it was still available front Honda. Here is the info you need....

PIN, GEARSHIFT RETURN SPRING

mines doing this too, sticks into first sometimes gotta tackle it once my leg is done being broken.. was it pretty easy asie from getting a broken bolt out?

I haven't been able to go out to see my wheeler in over a month due to broken leg..but do you have to take the motor out of the machine to fix this?
