ATC200 w/o starter voltage regulator question

I'm rebuilding a ATC200 w/o starter. Power from A/C generator goest through hi/low switch direct to head and tail lamp. I measure +/- 10VAC idle and 30VAC throttling.

There is no rectifier nor voltage regulator. Is it OK :wondering
