The tire size is 25x12x9 but it rubs the fork boots on my 250es. Could a 25x12x8 tire fit my 25x12x9 rim?

No, the last number is the rim diameter. First number is the height , second the width , lastly the rim. Sounds like you need a narrower tire. So decrease the middle number.
