Split Rim Advice

I have a rear wheel that keeps leaking. Soap and water show bubbles between the rims.

I have disassembled the rims and removed the tires. I cleaned up both rims with a wire wheel, primed them and put a couple of coats of spray paint on.

I bought wheel O rings from the auction site.

When I put them back together, should I also put some silicone or other sealant in the o ring grooves before re-assembly?

Put a tube in it.

A tube is certainly an option, but you shouldn't have to put anything in the o-ring groove. I'm fairly certain that they were dry from the factory.
