Can someone familiar with ATC250 tell me - if the motor is NOT running and transmission is in gear if you hold shifter all the way at bottom or top will that open the clutch and allow the bike to roll? Thank you

No it will not. If you hold the shifter all the way up you should be able to push the trike backwards only while in gear

Yes the Atc should free wheel while the shifter is pressed either direction .
The clutches are known to be sticky until the motor is warmed up so it may not free wheel until after its run a bit .

If the one way clutch bearing is working properly it will free wheel in gear while pushing it backwards and if you put the tranny in reverse it will free wheel pushing it forward .

Thanks guys, I started it, it starts great with clean idle channels, shifted up and popped a small wheelie. Rode around shifting up down in a bit it broke loose and now I can rev motor if holding shifter up or down. I think that’s right.
Can only fill carb bowl and a bit of fuel line for now so can’t run too far. Do the centrifugal clutches ever stick ? Curious about wheelie , I expected to have a softer engagement. Maybe the stuck plain clutch caused it.

The idler clutch should never get stuck , springs hold then in the closed position .
Jerky shifting is very normal and a big complaint to most new owners .
The lower the idle the less jerky the shifting will be from neutral to first gear .
