Newbie with new to me 200x oil cooler question

Bought this bike and it looks like it had an oil cooler, now plugged off, prior owner has been running it but is it ok like this??

If it was done correctly i would say no that passage is blocked off now

The Allen bolt between the two plugs is what forces the flow in and out the other two plugged up passages . Need to remove the Allen bolt and make sure it’s just a short bolt and not blocking the oil flow .

Bolt has been shortened, looks like it’s only covering plug ports
