My friend has a 1995 Kodiak 400. I have rebuilt carb twice and if it's cold the only way to start it is pull air filter off and close off intake with hand. Do the pull out chokes fail or am I missing something?

It’s possible that the choke circuit is clogged .

How does the motor act when the motor is running and then you pull the choke ? It should idle up if it’s working properly .

Wouldn’t hurt to check the valves and do a compression check , can’t ingest fuel if it’s low on compression .

Does not like to idle. Runs ok if your on the gas .
