When a shock needs "recharged" thats a fancy way of saying its blown and it actually needs rebuilt, because the oil had leaked out. Otherwise, it would not need recharged. When they rebuild a shock, they put it under vaccuum, replace the oil, and use pure nitrogen instead of air, because the gases in normal air (oxygen and hydrogen) create moisture which contaminates the oil and causes it to break down. This is why fork oil needs to be changed regularly.
