I have a 1975 chevy pickup shortbed pickup, and i am going to put a 4inch suspention lift kit in it, and i am wondering will i have to extend the brake lined and will I have to do anything to the steering, or is it simply putting in the re-arched front leef spring and putting in the rear lift blocks and putting in the longer shocks

You should have a raised steering arm, most lift kits come with some cheap brake line brackets that are supposed to lower your front lines making them closer to the caliper and taking up the extra slack, the rear usually have a bracket that bolts to one of the diff cover bolts and raises up the part where the 3 lines meet, kinda cheesie but it works. Your front and rear end breathers might need some extra slack too.
