ATC 90 carb "hole in the bowl" question.

Ok, My dad brought up his 1977 ATC90 and gave it to my son. The carb was rebuilt but it leaks out of the petcock drain from time to time. I took the carb apart to check the bowl adjustment and I noticed a very small hole drilled from the bowl into the fuel strainer chamber. Is this normal? To me it seems that since this passage way is before the needle seat the fuel will continuously flow from the fuel strainer into the bowl. What I'm missing out on here? My dad said he tried everything to stop the flooding but could never get it right!
    Thanks,
    Robert

Should go from the petcock directly to the float valve , if you have another hole it will have nothing to stop the flow of fuel .
