1984 honda ATC 200m - not charging battery

I have a 1984 honda atc 200m 3 wheeler with electric start. the motor does not cherge the battery at all, when I hook up my multimeter to the plug on the wire from the stator i get around 14 volts. anyone know were else I can look for a problem? and it lately started to not have spark when I charged the battery to use electric start, but at the same time when I pulled it it had spark and ran. so I ordered a cdi for it from rm stator, and wile i was waiting for it it got spark back on electric start up and ran. so when the new cdi came in i pluged it in anyways and it didnt have spark when electric starting it, but the old cdi works good. is there a chance there is something that relates to both the no spark on electric start and no charge given to the battery?

put your volt meter on the battery (while hooked up, but not running). Note your reading, Now start the 200M and take a reading at about 1/4 to 1/2 throttle. This will tell you if it is charging or not.
