84 200m wont start
I'm trying to start this 200m I got for a $100.
I have fresh gas and a new spark plug and even a new carb installed.
I have spark and getting gas but absolutely no ambition to start.
It turns over rather smoothly so I wonder if it's a compression issue...
What should the compression be?
Any suggestions?

I'd suggest a compression test. You can get them cheap frog harbor freight or borrow from a parts store. I would want to see over 100 psi with the throttle held open during the test.

Tested it today and all I have is 40 psi.
That probably means rings are shot or maybe a stuck valve???

Yea I'd say check the timing first thing.
You can do a wet test to see if the rings are at fault (put a little oil down the spark plug hole and do the compression test again). If it jumps up to a fairly normal value, pretty good chances it is the rings since the oil will help seal them for a short time.
If timing looks good check valve adjustment, too tight could make the valves leak and loose compression.

I agree with valve adjust. 40lbs seems too low even with bad rings.
