Why such high gears? ATC 110

Guys I have a 110 I bought for my son/wife to ride. Man does it run good, literally a first pull machine. It needs some brake work as well as a tire and seat. My question though is why on earth is it geared so high? This little sucker will go 50+ in high. In low it doesn't have much power either, but I am 300+. It has stock 22" nobby tires.

I'm thinking about lifting it 3-4" and stretching it 1-2" for some river/trail riding. But I'm thinking it will be a lot more useful if I gear it down to where say 35 is the max speed in high. That would probably put it at 25 in low. It seems like that would be a lot more appropriate gearing anyway.
It just seems like right now it's way too fast for a little boy, but too small/no power for a grown up (wife is 5'10" 200)

personally i wouldnt lift it any more than it is if its a inexperienced first time rider learning on it, but make 2 inch width longer would be a good idea. my 125 goes 52k/ph in highgear on flat pavement, had a buddy drive along side of me with his street/trail bike.

But to answer the original question why it goes so fast im not sure, but im not complaing either lol, 52kph on a 125 3 wheeler? fk yeah il take it
