Very much depends on tire size. Gear ratios are calculated driven divided by drive. Stock gearing is 12/40. so 3.33:1. Numerically lower is a 'taller' gear, for example your proposed 13/36 is a 2.77:1 ratio. Stock rear tire size is 22", so if you are running shorter tires such as 18" for flat track, it will bring the final drive ratio back up numerically, resulting in 'shorter' or lower gearing overall. 13 is the largest front sprocket that will fit without contacting the case saver. I ran 14/35 gearing with 20" tires on my 229cc street trike and it would hit around 70mph with only 4 forward gears. Gearing is part of the race tuning process. It's easiest to have a few different front sprocket sizes to quickly change and evaluate.

I totally agree just wanted a good base point with the rear and make changes with the front to tune.

I ran 13/36 with 16" hoosier cross blocks on my flat track bike. It would pull like a freight train for a 200x.
