'79 ATC110 break assembly / parts question

So after many years wanting a trike finally found a 1979 110 nearby for sale. Not too bad condition and running... Started to look it over and I do not find the info an how the break assebly should be. The only parts assembled, in this order are: 2x axle nuts, "tube washer", dust cover, breakdrum, shoes.

I understand that at least a seal between dustcover and the drum is missing, but looking on the partsdiagram for a 79 i do believe there should be one, or possibly two, more seals on both sides of the tubewasher thing?

When tightening the axle nut the inner one bottoms out and the tubewasher is not pressed on the outside of dustcover... This resulting in the washer spinning freely and has even eaten its way through the dustcover...

Any one has any info on what I miss?

Mine is an '82 and that's how it is assembled and works fine like that... did you resolve this? I see now that this post is pretty old.
