z50 steering stem bearing issue/all balls question

So, i'm doing a little refresh of an 84 z50 for my Godson. While I was at it i swapped the wiped out neck bearings for a new AllBalls set. It seems to me that the new set is too far apart. As in, I can't get the spanner nut tight enough. there's a tiny bit of vertical play in the tree shaft. Both bearings are two piece, and are seated correctly. I checked five times. I even removed and reset them. It seems like there is a missing piece, a washer or something, or the bearings are out of spec. I put a flat washer from a 70 under the bottom bearing ant it took up the slop, but now the top of my forks are a slight but off from the spanner nut. Does any of that make sense to anyone?

I remember watching a video on Farcebook about a guy doing the same on a atc70 and the allballs are too big.

Did you convert to tapered bearings Dan? There is a factory race that needs to come out if you did. I had issues with one of my 70s like that. I didn't take the factory race out.
