Keeps the gas from sloshing around. It keeps the fuel towards the fuel jets.....

Whats old is new.
Welp it was in the bottom of the bowl...carb worked fine except for gas getting into crank case...any way to raise the needle to shut off the gas so this doesn't happen ?

Sounds like your float is sticking open or you need to adjust your float level.

When you pull the bowl off of your carb, you'll see the floats. The needle valve is attached to a tab that's part of the float assembly. You adjust the float height by bending the tab slightly.
