Here are my thoughts: the machine looks to be in VERY good condition from the pics you posted. If you are really planning on restoring it, then you'll want to use methods that put it back into equal or better condition than new. Please don't take the comment as too negative, but just wire brushing and spray painting will end up with less than you have now. Spray paint will look nice until you ride. I think in the long run, it will wind up looking worse than it does right now.
Sandblasting and powder coating are definitely more costly, but the results will last much longer.
Personally, my vote would be to do some disassembly, clean everything very well, lube bearings, replace anything worn out, and reassembly and ride!
