Not to me. I've been there and seen it rain 3 inches overnight. The bayous were running full and the ditches didn't go down for two days. What most people don't understand is that Houston is only a few feet above sea level and the only high ground is man made. This makes for a lot of flooding. True, this was extremely rare flooding due to the amount of rain that fell, but it floods easily in Houston. Here in "flat" Kansas, where I live, Labor Day weekend 2016 we had record rainfall. Anywhere from 11-14 inches in 3 hours. It truly was the flood of the century. It stopped raining by about 12:30 at night. 8:30 in the morning, the two bridges right outside of town were still under water. By 3:00 that afternoon, the water had receded enough that all of the bridges were passable and there wasn't much water in the ditches any more.
