    Motorcycle table lift question

I have a Pittsburgh motorcycle table lift that I purchased used about a year ago..
My question is on the bottom of the foot pump lifting rod is a 1" or so metal rod (tab) that hits the floor. When you pump that up that metal rod digs into the floor..
Is this tab suppose to be there? Did someone weld this on for a reason? Does that rid need to spin 180 degrees and does a spring hook to it? I haven't had time to really look at it being I always have a project on it.. any and all help appreciated..
