No, not really. the problem is that the paint just doesn't like to stick to plastic as the plastics flex and the other problem is that for the same flex problem filler is just not going to stick permanently.
I agree, I've painted a lot of plastic fenders over the years and they look great but as 125m said once the crack from flexing there goes your paint.
