I've been working on my 250sx and just change pads and cables but can't get rear brake lever adjusted right. Every time I grab it it stays in place and doesnt respond to starting position

Did you use brand new cables or used?
Are all of your return springs in place?
Did you remove, clean, and grease the shaft that actuates the brake shoes?

I put new cables and greased shaft the foot brake responds good
Assuming you have all of your return springs in place (you didn't say), the first thing I would do is double check you've routed the cable correctly. If it's routed correctly, I'd lube the cable. I'd assume a brand new cable would be lubricated right out of the package, but it wouldn't surprise me if it didn't. If you do end up trying to lube it, start at the top and keep working it until it comes out the other side.

The wheel hub? How did that affect your brake?
