I think you can alter compression ratio based on boost PSI to a degree, but turbo boost would never be an efficient means of doing so. Boost is applied as required for optimum engine results. Trying to alter cylinder compression ratios using turbo boost would be backwards. You would have to sacrifice engine performance and it's ability to run correctly in order to hit your target compression ratios, which wouldn't matter anyways if your engine isn't running right. That's why you build an engine with a specific compression ratio to suit your needs.
