Getting "froze " piston rings loose with the cyl head on?

So I Bought a real nice 85 red 200X the other day . BUT the owner said the engine had seized up due to sitting for a "while" outside, but it was under a tarp. How long I wasnt told . So I got her home, first thing I doused the cylinder with kroil and WD40 .
So I guess now how do I find out how bad the corrosion is before I start attempting to turn it over? It sure would be nice not having to tear it open but I don't want to force it to much and do any (or more ) damage. Or do I just assume its too crusty and rip it open?

The thing is that after introducing crap to loosen it up, your cylinder is now contaminated with rusty goop and if the rings have any sharp edges, they'll be gone after they go up and down the cylinder again.

I'd pull the cylinder, hone it and put new rings in and you'd be golden!!
