110 gas leak from head gasket?

Hello everyone...I have a 1984 Honda ATC 110 I am not sure of the history. I got it from my dad and he cant remember where he got it. I cleaned up the tank and carb and got it running. I had to add a spacer in by the thumb throttle to keep it running by itself. It doesn't run too bad but neither screw on the carb has any effect on it no matter where they are at. I smokes a little but starts on first pull. I noticed a leak (droplet) of gas every now and then coming from between the cylinder and the case (where the aluminum color and black meet). Could this gasket leaking be effecting my not being able to adjust my carb?

My first order of business would be to give the carb another thorough going over; liberal amounts of carb cleaner and compressed air will do wonders. You shouldn't have to jimmy anything to keep it running. I can't fathom why you would have gas coming from the base gasket? Did you check/change the oil in case it's saturated with fuel?
