Those aren't race engines. Power drops off well before peak RPM. Rev limiters have nothing to do with peak power, they're only to prevent engine damage by people who don't know better or skilled riders who miss a shift.
Raising the limiter on a stock engine is completely pointless.

I'm not trying to raise it, I just find this stuff interesting for some reason. Nothing more than curiosity.
If there is a rev limiter on those engines, I've never hit it.
That's what's wonderful about stock engines. They can be run very hard but still hold up well because they don't make enough power to hurt themselves.

The rev limiter on that model is basically the camshaft , if you want it to rev higher a performance camshaft will do the trick . Megacycle used to sell them .
