Just guessing, but the guy that timed your engine probably thought the pulse generator was the cam timing which explains why crank + ignition timing was spot on, but cam is off.

You could be right. The cam has bigger lobe heights than a 200X cam does. It just seems strange that someone could put a bigger cam in and still not get all of the timing right.
