IT depends on where you live. When I was living in Queens NY, in 1990, my brand new 1990 Eclipse, allstate wanted $8700 a year. Then I asked Gieco, and they wanted $6700 a year. I could not believe the insurance was so high. I went from a 350hp camaro, to a 135hp eclipse, and I had to pay 10 times as much. So I used my cousins address in Orange county NY (I moved there for legality purposes, lol, cough cough) and my insurance from Gieco was $2500.
They also base your rates now on your credit score, and driving record. I remember when I tried once to switch my car from NY to PA, when I was a kid. I was trying to save $300. I was paying like $900 minimum liability, and in PA, they wanted $600. That was my quote, and when I got the bill, it was $1000. I was pissed. I was like wtf, the agent told me the quote was based on a perfect record. I guess he didn't check my record. I had like 4 points. I asked why it was more the NY, he said that PA, they surcharge more for tickets, because if you get a ticket there, you must be doing something wrong, as there are hardly any cops. Which kind of makes sense, but screwd me. People in NYC get tickets almost daily j/k. but you do get tickets easier in NYC.
Since we're WAY off topic anyways. I never had to show the insurance company my driver's license for my ATV insurance, you could legitimately have no license and get ATV insurance. You can register your ATV in PA while being a resident of another state (that's exactly what ChrisD does). In other words, you could go and get a PA reg that has your NY address on it. IIRC if your ATV is used mainly in PA you are supposed to get a PA registration for it by law but how are they going to prove it? IMHO its not worth it for the small savings you're going to see but the nice thing is that as an out of state resident you do not have to have a title for the ATV to register it:

I am originally from brooklyn ny. My family has always had a summer home in Beltzville lake area of PA. Considered Lehighton. I bought the place in 2004. I'm sure you guys have herd of the Bethlehem water shed authority. Anyway, I have been riding it my whole life. Your not supposed to but they really don't break your chops. I know every inch of it. If you guys want some good riding thats where it is. You can ride all day and not cross the same path. I've gone from beltzville lake to camelback ski area through the woods. Lots of fun. That where I was riding in the one video that I posted up. I always looking for people to ride with if you guys ever want to come up let me know. My house is surrounded by the watershed. Million ways in, million ways out. Pics look great.

You don't need to be registered or insured to ride there. It is a posted area but like I said they don't bust chops.
