Does anyone know the headlight bulb number for a 200s. All my manual gives me is 12v and 45w i believe.

The bulb says 12V45/45W on the side.

Honda part number is 34901-HB6-003. You won't find these at an auto parts store.

Are these the same as the 200x bulbs, with the collar thing around the bulb to lock it in place?

No, that's a 60 watt.
