simple throttle cable question

hey guys i took the carb off the 200x i got and cleaned it and then took the throttle valve off and the needle off the cable. now i put it back together and valve doesnt go all the way down in the carb and the cable has alot of slack in the end. Is it cuz the retainer piece that goes on and holds needle in on wrong?

you might have the slide in wrong there is a big grove on one side and a small grove on the other the big grove slides over a brass piece
