Are the pulley starters in all atc70s interchangable?

no they are not,, you have opened a can of worms here,, there were many changes ,,, engaging baskets that bolt to the flywheel were different diameters and heights ,,, getting a mis matched set can be a real pain,,, they are real spendy too,,,, seen them go for over $100 on ebay too,,,, good luck in your search,,,,
